[en] This thesis examines the evolution of land regulation, administration and exploitation in Greenland through the study of the Kuannersuit mining project and the social mobilization it gave rise to between 2013 and 2021. I draw on ethnographic fieldwork conducted in Nuuk and around Narsaq, the town targeted for the project, to understand the national issues surrounding the land. I also rely on an analysis of legal, industrial and geological documents and thus draw up a material and political history of soils and subsoils from the colonial period until today. From the 1970s onwards the subsoils were associated with the emancipation from Denmark, the former colonizing state, and contributed to form the territory and the nation on a common ideological and geological basis. In the 2000s, this balance was disrupted by legal revisions that change the rights of access and use of the land. In addition, industrial and political projects were launched to make mining the industry on which to base the economy and diplomacy of the Greenlandic state. From then on, the mining projects that emerged became the vectors of these transformations and disrupted the national cohesiveness and the spaces targeted by the mines. The analysis of the Kuannersuit project underlines the centrality of these structures in this movement of reform of the treatment of soils and subsoils, which influence and realize these legal, geological and political reconfigurations. The national deposits then become the object of conflicts for the occupation of the lands, henceforth disputed between common and state relationships for their control.

[fr] Cette thèse porte sur les évolutions des régulations, de l'administration et de l'exploitation des terres au Groenland à partir de l'étude du projet minier de Kuannersuit et de la mobilisation sociale à laquelle il donne lieu entre 2013 et 2021. Je m'appuie sur des terrains ethnographiques menés à Nuuk ainsi qu'autour de Narsaq, la ville ciblée pour l'implantation, pour saisir les enjeux nationaux autour des terres. J'alimente cette approche d'une analyse de documents légaux, industriels et géologiques et dresse ainsi une histoire matérielle et politique des sols et des sous-sols depuis la période coloniale jusqu'à nos jours. Associées à l'émancipation vis-à-vis du Danemark, ancien État colonisateur, les terres contribuent à partir des années 1970 à former le territoire et le collectif national sur un socle idéologique et géologique commun. Dans les années 2000, cet équilibre est perturbé par des révisions juridiques qui modifient les droits d'accès et d'usage des terres. Des chantiers industriels et politiques sont lancés pour faire des mines l'industrie sur laquelle appuyer l’économie et la diplomatie de l'État groenlandais en construction. Dès lors, les projets miniers qui voient le jour se font les vecteurs de ces transformations et viennent perturber le collectif national et les espaces ciblés par les mines. L'analyse du projet de Kuannersuit souligne la place centrale occupée par ces structures qui influencent et réalisent ces reconfigurations juridiques, géologiques et politiques. Les gisements nationaux deviennent alors l'objet de conflits pour l'occupation des terres, désormais disputées entre des rapports communs et étatiques pour leur contrôle.
